Abstract
The environment in Europe is changing, forcing steel companies to pursue large growth
prospects. Excluding the former Soviet Union, the East and West together represent 490 million
people, 210 million metric tonnes of crude steel production and 158 million metric tonnes of
apparent steel consumption. Not only is it a very large economic area, but it is also in a process
of continuing liberalization across many dimensions. This liberalization is driving change in the
steel industry and is also creating many new growth opportunities.
