The Mtwara Region gas-to-power project includes the following components:
- Re-entry and production from the Mnazi Bay-1 natural gas well
- Constructing, operating and maintaining an onshore gas field facility
- Constructing, operating and maintaining an 18-MW reciprocating gas engine power plant at Mtwara to be fueled by the natural gas produced by the Mnazi Bay-1 well
- Constructing, operating and maintaining a natural gas pipeline system between the Mnazi Bay-1 Well and the power plant
- Constructing, operating and maintaining new 132-kV and 33-kV transmission and distribution lines between Mtwara and load centers in the concession area
- Sales of electricity to all consumers within the concession area
Hatch’s scope of services included:
- Preparation of a long-term load forecast for the project area
- Inspection of the existing transmission and distribution systems in the project area and preparation of transmission and distribution investment plans to meet the projected loads with suitable reliability and loss levels
- Estimation of the long-run incremental cost of power supply
- Preparation of specifications and bidding documents for transmission lines and substations
- Assistance with evaluation of bids and contract negotiations
- Preparation of technical specifications for interface between generating plant and transmission system
