Integrated Waste Management Planning in the Project Development Process

Abstract

Integrated waste management is still largely absent from project development and design process methodologies with the result that most waste management planning for new developments remains focused on end-of-pipe solutions. The consideration of opportunities for waste prevention and waste minimisation is, generally, relegated to the latter stages of project design and is furthermore regarded as an aspect of the waste management licensing process rather than a component of the project development process. This approach restricts and in some cases sterilises innovation in waste prevention and minimisation as the project design is at this stage too advanced for the project team to realistically consider any opportunity that will require a re-design of engineering aspects of the project. Yet, it is often these aspects which provide the best minimisation and prevention opportunities. This paper considers the impact of this approach on the overall waste footprint of a development and proposes a different approach to integrated waste management within the project development process.
